Dear Martin,
Confirming our phone conversation, I write to say
that, with regret, we will be unable to release a man for
service in the Assessor's Office in Hong Kong who is likely
to fill the bill (your reference 54002/1/40). The type of
we have so far been considering has had no experience of
the examination of accounts or the computation of profits and,
from the Governor's latest telegram, such experience seems to
be essential. Of the men we have with the requisite knowledge
and experience we have need of every one to cope with war
and that goes too for the posts of Tax Assessors.
1 am sorry we haven't been able to help.
